The IFL's philosophy rests on the belief that all students, with appropriate forms of effort, are capable of high achievement and high-level thinking. Effort-based education assumes that sustained and directed effort not only yields high achievement for all students but can actually create ability. The IFL serves as a bridge between the domains of research and practice, bringing educators the best of current knowledge, research, tools and models related to learning processes and principles of instruction, effective school leadership, and district design for reform. The IFL acts as a strategic partner to districts in the design of their instructional reform initiatives and in providing capacity and support for effective implementation. The IFL works primarily with urban school districts that serve a diverse student population largely with low socioeconomic status. Since 1995, the Institute has worked in more than 25 urban districts with thousands of schools to improve the quality of teaching and learning for all students.
